Solutions for the Information Technology Enterprise (SITE) contract establishes an acquisition framework for delivering Information Technology services & capabilities that will support the global intelligence Command and Control (C2) assets vital to the security of the United States. SITE, a multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle, provides receptive, adaptive, and timely solutions for organizations to satisfy current and future information technology requirements. Support requirements range from “per call” and “on-call” to full-time attendant support at sites around the world, including locations considered high risk, crisis/danger areas.
SITE is a multiple award contract vehicle that allows for competition between SITE Task Orders for work at the Task Order level. Each Task Order will specify the IT solutions & services as outlined by a Statement of Objectives (SOO), Statement of Work (SOW) or Performance-Based Work Statement (PWS). The SITE contract framework provides for centralized oversight & monitoring with decentralized execution through an Interagency Agreement (IA) with services and agencies.
R2-3G is the U.S. Army Program Communications-Electronics Life Cycle Management Command’s follow on contract to the current Rapid Response (R2) contract. This is a multiple award IDIQ vehicle to provide critical equipment and engineering services to government system, platform and item managers worldwide. Any federal agency will be able to use the R2-3G contract and it has a ceiling of $16.4B.
The United States Central Command (USCENTCOM), whose executive agent is the Air Force, needs all of their Command, Control, Communications, and Computer Information (C4I) support to remain in one enterprise program that will support planning, program management, integration, operation, and maintenance of the joint theater-level communications and computer networks for the USCENTCOM Area of Responsibility (AOR). This performance based contract was awarded to perform cradle to grave services for the USCENTCOM C4I networks and systems. The Objective of this Task Order is to assist USCENTCOM in their goal to achieve full interoperability of the C4I systems on and off the battlefield among the U.S., Allied, and Coalition forces, and gain efficiencies of scale to establish a world class network operation.
S3 Strategic Services Sourcing
S3 is a single, multiple award contract vehicle covering a broad range of lifecycle services. It is designed to efficiently meet the integrated engineering, business operations and logistics service needs of all C4ISR customers provided by the U.S. Army, Communications-Electronics Life Cycle Management Command (C-E LCMC) Acquisition Center, in coordination with the Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) community.
The Information Technology Enterprise Solutions – 2 Services (ITES-2S) contract is a $20 billion IDIQ contract vehicle that the U.S. Army, Department of Defense and other federal agencies can use to meet various information technology (IT) requirements and efficiently obtain enterprise-wide systems integration solutions. The vehicle covers a multitude of IT aspects from enterprise design to systems integration to network support. This contract operates on decentralized ordering (by any contract officer, at any location) while overall management resides with the Information Technology, E-Commerce and Commercial Contracting Center (ITEC4), and the Army Small Computer Program (ASCP).
ITES-2H provides for IT hardware solutions of commercial off-the-shelf RISC/EPIC servers, windows based servers, workstations, thin clients, desktop and notebooks (as part of a total solution), storage systems, networking equipment, network printers, cables, connectors, cabinets, video teleconferencing equipment (VTC), power supplies and related ancillaries. Services include: system configuration and integration, physical site analysis, installation and relocation, high availability configuration, and legacy equipment warranty/maintenance.
By Light is a subcontractor to Verizon FNS for the Installation Modernization (IMOD) program – a part of the Installation Information Infrastructure Modernization Program (I3MP) – with the goal of modernizing core enterprise information infrastructure at US Army installations around the world. IMOD is a performance-based contract that gives the Army flexibility in using contract types such as firm fixed price, time and materials, and cost reimbursement.

IMOD is intended to increase network capabilities and increase bandwidth at military installations, using Internet Protocol (IP) services to provide network efficiencies and improve command and control, while increasing the speed of the flow of information to and from warfighters on the front lines. The primary goal of the TACLAN program is to provide tactical automation connectivity with flexible interfaces to communications, databases, and mission applications to deployed units and remote operators in support of USSOCOM calls for engineering, procurement, integration, testing, fielding, training, and life cycle sustainment of TACLAN legacy and production equipment.
Information Technology Support Services (ITSS) for U.S. Army, Redstone Arsenal, AL. Support under this contract includes systems engineering, analysis support, configuration management, program support, and administrative support. We have provided a strong systems engineering process, along with successful lifecycle management, configuration management, capabilities integration, and risk identification and mitigation.
The TEIS contract enables the U.S. Army to continue to transform to a network-centric knowledge based force. The U.S. Army has chosen Signal Solutions, Inc., a longtime industry partner and stakeholder, to continue this critical effort and provide Information Technology (IT) support services to the U.S. Army’s Communications-Electronics Life Cycle Management Command (USACE-LCMC) and Information Systems Engineering Command (USAISEC), as well as other federal agencies. USAISEC’s primary mission is system engineering and integration of information systems for the U.S. Army. Their mission includes the design, engineering, integration, development, sustainment, installation, testing, and acceptance of information systems. USAISEC provides matrix support to the Program Executive Officer and Program Manager structure for systems engineering and integration of assigned information systems.
NETCENTS is a five-year $9 billion acquisition initiative to provide the U.S. Air Force, Department of Defense (DoD), and other federal agencies, a primary source of networking equipment/product supply and a means of system engineering, installation, integration, operations, and maintenance for a family of DoD-adopted commercially standardized networking solutions that are interoperable with the Air Force, Joint, and DoD Standardized Networking Technical Architectures.

Army Enterprise Service Desk
Service Desk is a logical set of services including Information Technology Service Management (ITSM) components based on the IT Infrastructure Library (ITIL), focusing on the customer’s perspective. Its aim is to provide overarching service desk as well as Tier 1, 2, and 3 service management of IT systems. It provides a single point of contact to all Army Enterprise network users for technical and operational support on all Army Enterprise applications, computing environments, and transport means.
Our overarching strategy is to bridge various capabilities, leveraging our experience with the National Guard, Army Reserve, and Information Technology Agency (ITA) – Consolidated Customer Service Center (CCSC), tying these three organizations into the Enterprise. It provides initial ITSM in addition to NETCOM-provided ITSM. It integrates current NETCOM infrastructure and licensing, and is synchronized with other projects and other program managers.
DISN Global Solutions
The DISN Global Solutions (DGS) contracts (one resulting from a full and open competition and one resulting from a small business set aside) will provide the necessary programmatic/operation/engineering services, material, equipment, and facilities to support the life cycle management of the DISN.
